Bosnia and Herzegovina just recently adopted its Qualification Framework which is aligned with the European Qualification Framework. One of the least defined areas of BHQF is Level V qualification. This qualification is supposed to produce “Highly qualified worker specialized for particular profession.” “Positioning Level V Qualification in B&H” project aims to provide the framework and pilot the new Level V qualification that will, by increased cooperation between different stakeholders, improve labour market and social inclusion outcomes of such an education.

The project is planned to include the following activities:
• Analysis of the labor market needs and skill mismatches
• Analysis of best practices existing in European Union
• Curriculum development for the level V qualification
• Development of curriculum for training of trainers for the level V qualification
• Create a model for the rapid implementation of the new curricula that meet the needs of
• Increase the capacity of schools to conduct the level V qualification
• Increase the employment rate of the level V qualification graduates

During the first part of the project, it is planned to design the Level V curriculum. Such a curriculum would be implemented in two partner schools. Results of these activities should serve as a benchmark and guideline for further development of cooperation between stakeholders on development of Level V curricula for other schools and industries.

In addition to the Level V curriculum, the curriculum for training of teachers already employed in schools would be developed and tested during this project. It would enhance the knowledge and skills of secondary school teachers in order to prepare them to implement the Level V program successfully. At the “Training the Teachers” (TtT) program, each secondary school teacher would be educated in the subject s/he would teach at the Level 5 education in the secondary schools, plus a set of additional trainings in teaching skills.

Both curricula (for Level V education and for TtT), would be a product of close cooperation between team members on the project and stakeholders organized in the project’s Advisory Board. 

Expected results of the project activities are:
• Successful implementation of the action,
• promotion of new approach and concept in wider community,
• Development of an approach recognized in EU and applicable in BH education system in line with life long learning.
• new program defined, recognized and implemented,
• new qualifications available and gained by first groups enrolled,
• creation of a model for fast-implementation of new curriculum that respond to the needs of labor market.
• increased employability of final beneficiaries.
